Sample answer:

India decided to go the socialist way after independence with selted role for private sector. As a consequence the processes of production & growth were in the hands of government(80% of GDP) & it was in the fitness of things that development & distribution processes required to be in the hands of government. PLANNING COMMISSION was created to plan & execute the same.

At the turn of the millenium, there was growing perception that planning commission had run its course, reasons forwarded for the same were as follows

  1. Reduced share of government in GDP due to changed government policy of privatisation post 1991 reforms. ---explain
  2. opening up of markets & rduced government control --- explain
  3. conflict of interest in governance if government ran business. -- explain

Above opportunities are difficult to translate to success because of difficulty in creating concensus in a country with population in different stages of development.

Therefore to deliver growth & jobs india has chosen areas which have less social conflict & these have created unequal growth & pockets of affluence.e.g.

1. IT industry

2. Pharmaceuticals

3. Petroleum-oil-lubricants exports

4. Automoile exports

5. Gold & jewellery

All the above are import substituted industries
