News: In a new & worrying trend regarding the ongoing concerns surrounding proliferation between Pakistan and China, (contravention to Wassenar arrangement) Indian customs officials intercepted a Malta-flagged merchant ship, CMA CGM Attila, at the Nhava Sheva port(Mumbai) on January 23. The vessel, en-route to Karachi, was carrying a suspicious cargo that raised red flags among port authorities, leading to a thorough inspection by Indian authorities and subsequent seizure of the consignment. This interception is part of a broader effort by Indian authorities to prevent the illegal transfer of dual-use military-grade items to Pakistan.

Wassenaar Arrangement

WA is a multilateral export control regime, which, through regular information exchange among members on transfers of conventional arms and dual-use goods and technologies, seeks to promote transparency and greater responsibility in such transfers and prevent destabilising accumulations.

The name comes from Wassenaar, a suburb of the Hague, the Netherlands, where an agreement was reached in 1995 to start a new type of multilateral co-operation.

The Wassenaar Arrangement became operational in 1996, after the adoption of the Initial Elements at the July 1996 Plenary.

It is the successor to the Cold War–era Coordinating Committee for Multilateral Export Controls (CoCom).

A Secretariat for administering the agreement is located in Vienna, Austria. Like CoCom, however, it is not a treaty, and therefore is not legally binding.

India joined the Wassenaar Arrangement (WA) on 08 December 2017 as its 42nd Participating State. WA is a multilateral export control regime, which, through regular information exchange among members on transfers of conventional arms and dual-use goods and technologies, seeks to promote transparency and greater responsibility in such transfers and prevent destabilising accumulations.

Admission requires states to:

  • Be a producer or exporter of arms or sensitive industrial equipment
  • Maintain non-proliferation policies and appropriate national policies, including adherence to:
    • Non-proliferation policies, such as (where applicable) the Nuclear Suppliers Group, the Missile Technology Control Regime, and the Australia Group
    • Treaty on the Non-Proliferation of Nuclear Weapons, the Biological Weapons Convention, the Chemical Weapons Conventionand, where applicable, START I (including the Lisbon Protocol)
  • Maintain fully effective export controls

The Arrangement is open on a global and non-discriminatory basis to prospective adherents that comply with the agreed criteria. Admission of new members requires the consensus of all members.

 

Monitoring - The list of restricted technologies is broken into two parts, the "List of Dual-Use Goods and Technologies" (also known as the Basic List) and the "Munitions List". The Basic List is composed of ten categories based on increasing levels of sophistication:

Every six months member countries exchange information on deliveries of conventional arms to non-Wassenaar members that fall under eight broad weapons categories: battle tanks, armoured fighting vehicles, large-calibre artillery, military aircraft, military helicopters, warships, missiles or missile systems, and small arms and light weapons.
